Pennsylvania medical cannabis industry

Pennsylvania legalized medical cannabis in 2016 and dispensaries opened throughout the state on February 15, 2018. In order to access the program, which is regulated by the Pennsylvania Department of Health, patients require a doctor’s recommendation to treat one of the approved qualifying conditions. The program covers a multitude of conditions including HIV/AIDS, Parkinson’s disease, multiple sclerosis, epilepsy, IBS, Huntington’s disease, PTSD, chronic pain, and many others.

Anticipating future reforms

With neighboring New York and New Jersey both legalizing adult-use cannabis in 2021, Pennsylvania is likely to begin feeling extra pressure to enact its own reforms. Pennsylvania does not have a citizens ballot initiative process, however, so the move will have to originate with the Legislature.

Gov. Tom Wolf (D) has supported cannabis legalization in the state since 2019 and has called on lawmakers to address the issue.
